As a Virginia Beach resident, I’m writing in support of strengthening the draft Comprehensive Plan before approval to protect the Green Line.

For decades, the Green Line has guided responsible growth by separating higher-intensity development from environmentally sensitive and fiscally constrained areas. Land south of the Green Line is intended to function as a low-intensity transition area supporting agriculture, recreation, sports tourism, education, conservation, and municipal or other public-serving uses.

Before moving this draft of the Comprehensive Plan forward, I respectfully ask that you make the following clarifications:

1. Appendix A (p.213): Revise the zoning table to remove apartment place types A18, A24, and A36, which do not reflect the area’s intended low-density character
2. Appendix A (p.213): Remove I-1 Light Industrial and I-2 Heavy Industrial zoning to align land use with flood-resilient and fiscally responsible planning
3. Green Line Area Goals (p.129): Revise the economic vision to remove references to industrial development and instead emphasize low-intensity, non-industrial employment uses compatible with this area’s constraints
4. Chapter 5 title: Retain clear reference to the Green Line/Transition Area in the chapter name to reflect the area’s long-standing purpose as a boundary and step-down

These targeted clarifications would strengthen the plan and reduce future ambiguity.

Protecting the Green Line is not anti-growth. It ensures growth happens in the right places.

Dear City Leaders,

Flood resilience is a core goal of the Comprehensive Plan and an important priority for many Virginia Beach residents, including myself.

Land south of the Green Line and north of the Blue Line is low-lying and environmentally sensitive. Industrial or high-intensity development in this area would increase impervious surfaces, worsen flooding, and undermine long-term resilience goals.

To support that goal in the Green Line Context Area, I respectfully ask that you make the following updates to the Comprehensive Plan:

1. Appendix A (p.213): Revise land-use categories to reflect low-intensity development appropriate for flood-prone soils and environmentally sensitive land by removing apartment place types A18, A24, and A36
2. Appendix A (p.213): Remove industrial zoning (I-1 Light Industrial and 1-2 Heavy Industrial) that would increase impervious surface and stormwater runoff in flood-prone areas
3. Green Line Area Goals (p.129): Align the economic vision for Princess Anne Commons with flood-resilient uses such as agriculture, recreation, sports tourism, education, and conservation rather than industrial development

Clear policy now will reduce flood risk and protect natural systems over the long term.
